When starting at hard level, 3 enemy AIs got "locked" to their only town because paths leading away were blocked by (way too) strong monsters. Since this is a very resource scarce map, these AIs cant do anything. As a result, once you broke out (if you can, but this is impossible with some of the starting towns), you can spend months and the 2 or 3 AIs will not make any progress.
