@PIP I dont remember the quest with this shield. However, I think you can reach Sandro without it, like I did. Next to Madras, go to the left side of island, *water walk* and find the place you can land, the rest is up to you. Then you get red ball, but I think this shield was long time ago, I coundnt even remember.

She will have to have all speed boosts to go there. After that it will be more clear how to solve your quests.
