do you mean you can pass the green guard without visiting the green tent?if so,it may be a bug of heroes3, if you visited the tent in the last game, sometimes it may keep visited in the next game if you do not quit heroes3 and continue another game.
and what is the problem that cause you cannot visit the witch hut?

battle against 1 black knight,you can earb 20 spell points then cast lightning;
battle against a cleric with 2 silver pegasi, magic arrow is enough.(at least 30 damage,and the dragonfly cause 1~2 damage,so it is enough to kill a pegasus with 31 health).
battle against 1 dendroid and 1 mage, antimagic is not necessary because the AI is so stupid,it may not cast damage spell although he can kill you at once.
battle against 2 fire elemantal, at least 3 knowledge, since here,knowledge is enough for 1 battle.

i'm not sure if it is possible to win without air magic(excactly expert haste). maybe some strong players can do it. but no other useful skills can be learnt. skills which may cause unexpected solutions (like eagleeye, resistance, scouting) are also forbidden.

very few players have met your situation(right setting but month of harpy, i don't know why, i never met it and can not make it reappear).
i have 2 suggestions and you can choose one of them:
1,try again,new the game.(new but not restart.restart do not change the randomization).save a file at the beginning,end 1 month to see if the 2nd month is ok.if no month of creatures appears,then use the saving at the beginning to start.
2,i give you a saving at the beginning,which is ok with this problem.

there is a quiz about heroes3. i gave 9 sentences and playes choose how many of them are right, then open one of the guards numbered 0~9.

2.if the player has built the protal of summoning in a dungeon town, month of creatures may appear since the next month, but not everytime. usually it does not appear in this situation.
3.if the player gets the grail,or defeats any computer player, month of creatures may appear,but at that time, it will not cause any problem.
